e-tendering: a transparent way to award
contracts in Government:
With the induction of e-tendering in February 2003, KSPHC
heralded a new tradition in award of Government contracts
by improving upon the conventional manual tendering
process. This venture of KSPHC took shape with a view to
gain advantage of the market forces by combining the
regular tendering process mandated by the Transparency in
Public Procurement Act with a reverse auction process (by
using the internet) to obtain the most competitive and
suitable techno-commercial offers from intending bidders.
Advantages
to KSPHC
-
Complete Transparency amongst the
operating community, leading to sound decisions.
-
Competitive offers due to Online
Reverse Auction.
-
Quicker order finalization.
-
Less scope for formation of Cartel
among Contractors.
-
Minimal manual errors in the
evaluation process.
-
Quick processing of tenders helps
in taking up of the works early.
Advantages to Bidders:
-
Online latest market trends are
available without revealing the identity of the
bidders.
-
Substantial reduction in demands on
bidders time, which otherwise would have been spent on
many price negotiations.
-
Reduction in bidders costs as they
need not have to travel to and from the KSPHC Offices.
-
Facility to quote from their own
offices wherethey would have the benefit of in-house
consultation.
